Oracle and the ICT Authority are exploring deeper cooperation on government cloud, AI and certification. Kenya needs skills transfer, interoperability and enforceable data controls.

Kenya's ICT Authority and Oracle have discussed deeper collaboration on public-sector cloud migration, artificial intelligence, automation and digital-skills development.
The engagement brought ICT Authority chief executive Jessy Maruti together with an Oracle delegation led by Amr Elguindi, the company's vice president for services in the Middle East and Africa.
The opportunity is straightforward. Government systems can become faster, more reliable and easier to operate when modern cloud infrastructure replaces fragmented legacy technology.
The risk is equally straightforward. A public institution can migrate into one vendor's ecosystem and discover that leaving costs more than entering.

Kenya should require portable data, documented APIs, clear data location, strong encryption, audit rights, transparent subcontractors, migration assistance and training that builds general engineering capability.
High-impact AI should also include testing, human oversight, explanations and a process for correcting harmful outcomes.
Does sovereign cloud solve the problem?
Not by itself.
Sovereign cloud can refer to local data , locally controlled operations, national legal compliance or an isolated service environment. The label alone proves little.
Kenya should ask where primary data and backups live, which laws apply, who controls encryption keys, whether foreign courts can compel access, whether services can continue during international disputes and how the system can move to another provider.
Sovereignty is a set of enforceable controls, not a patriotic product tier.

Certification can help graduates enter enterprise technology roles. It also develops a workforce familiar with the vendor's products.
A strong programme should teach networking, Linux, databases, identity management, secure architecture, DevOps, data governance, AI evaluation, cost management and open standards.
Kenya needs engineers who can challenge a cloud proposal, not only click through it confidently.
What a responsible public cloud programme should publish
Government technology projects often become difficult to evaluate because the public sees the launch announcement but not the operating measures. A credible cloud and AI programme should publish enough non-sensitive information for Parliament, auditors, civil society and citizens to understand what was purchased and whether it is working.
Useful disclosure would include the problem being solved, procurement method, contract length, total expected cost, hosting locations, subcontractors, service-level commitments, data classes involved and the conditions under which the government can terminate or migrate the service. High-impact AI systems should also disclose the purpose of the model, the type of data used, the human review process and the method for challenging a wrong outcome.
This does not require exposing security architecture or personal data. It requires separating legitimate confidentiality from convenient obscurity.
Kenya should also publish performance results after deployment. Has processing time fallen? Have outages reduced? Are citizens completing services more successfully? Did the project lower costs after migration expenses? How many local engineers can now operate the platform without permanent vendor supervision?
A cloud project is not successful because the servers are modern. It is successful when the public service becomes measurably better and the state retains meaningful control.
